Only for games remaining... If he was not going to work either of the semifinals or the final, what difference does it make to let him go?
Further, if he gave out 18 yellow cards, so what? Maybe they were all deserved. But IMHO, in soccer in general there’s a lot of flopping going on in games. Sometimes there’s a penalty called where you cannot even see the contact. Other times there’s a flagrant foul and nothing is called.

The referee in that match was horrible. A few others were also really bad.
Englands Referee did a respectable job.
The American ref I saw did a very good job. Kept the players under control by issuing an early yellow card to a player haddisrupted the flow of the match by making intentional fouls for tactical reasons. He set the tone for a very good, fair, and safe match. When a Ref does that, the bitching by players over every foul never gets started.
I ref volleyball. If a player misbehaved, a yellow card warning gets them to control their behavior. Prob is too many refs don’t want to do for fear a coach will blackmail them. In reality, coaches often want those warning cards against someone their players to drive a point home.
