The extra legroom is in the Window Emergency Exit Rows. Done to provide extra room for egress in Emergencies.

For extra legroom I always request a forward bulkhead seat or emergency exit row seating.
The forward bulkhead seat has no seat in front of it and is luxurious for stretching out without paying for more space.
The exit row seat has about 6 inches more space than the rest of the cabin class seats.
In the best of all worlds, one of the boomer couches on a KC-135 was awesome.
