One of the prevailing conspiracy theories out there is that this is all a coordinated plan by the world elite to flatten Ukraine, which will be rebuilt with money from the West into the new "wonder city/state" similar to what the Arabs did with Dubai. Russia would have to be a partner in the project due to the energy required. Not saying I believe it, but I don't rule anything out these days, and there is some info out there that gave rise to the theory.
