I have seen numerous airline passengers traveling with little ankle-biter yappy “dogs”. It’s sorta normal, perfectly legal, and they make luggage expressly for the purpose of carry the little blighters.
Some idiot didn’t do her appropriate research before flying.
I assume it was to avoid a fee. But that’s just a guess.
