Question - if a non sitting member is elected speaker - does the speaker then
get to vote? That would essentially add an additional voting member?

No, the Speaker would not have a vote. Similar to the British Parliament their Speaker is not a member of the House of Commons by tradition and has no vote. He also has different powers than the U.S. version.

No but the sitting member Speaker typically abstains. If there is none, then that member could vote.
