Thanks for the link. I had not seen her speech in English...just read it reported and even on your link without the word officers included.
It appears that whoever WROTE the Twitter quote and whoever WROTE the info on your link think she misspoked and edited the “officer” into personnel. I think they were probably right. It would make no sense that she would call out officer deaths and civilian deaths, but ignore the MAJORITY of deaths which have been troops.
Yes, it’s clear that she made misspoke. I also believe that she misspoke about “killed” vs “casualties” which, as I have pointed out before, is a common mistake by people with no military background. You are of course free to disagree with that point, but you can’t take her statement as literal truth.
