When Shapiro says, "God could make you an angel in which case you wouldn't have the choice to do the wrong thing," I don't think he means "angel" in the Biblical sense. He seems to use the term "angel" here colloquially.
"Angels" like Satan and the Sons of God in Genesis 6 can and did sin.
