That's more a failure of planning than a failure of technology. Crew Dragon and eventually DreamChaser are far more advanced technologically than Soyuz, which is basically evolved 1960's tech, except for the booster, which is evolved German V-2 tech from the 1940's.

Meanwhile, the replacement for Soyuz, Federatsiya or whatever they're calling it now, has been under development for many years and hasn't flown a single time.
