Let's face it, humans, as individuals, are incompetent at management and leadership. Which is why representative government, while still incompetent, is better than a dictatorship.

We see the least amount of incompetence on display when human organizations have to compete with one another in achieving their goals and where success in achieving such goals is determined by consumers in large numbers (as in non-monopolistic free-markets).

That said, there will always be a fight between those who favor representative government and those who want dictatorship and/or totalitarian government. It seems that what humans lack in competence, they make up for in greed.
