Frontier justice wasn’t always right about who did what, which is why we have due process.
I think the author meant flayed. Filleted is something else. Just horrible.

Whoever it is is extremely dangerous just to be around
Needs putting down for tue safety of the rest of society including anyone who finds them and knows exadtly who they are
Because that person will then try to murder them
