Article 1 Section 8 of the US Constitution is a continuous sentence outlining the powers of the US Congress; quoting the second half of the fifth clause was my attempt at brevity and conciseness. My point is that according to the Constitution, the powers of weights and measures rests solely with the US Congress and not with any so-called international body.
