I think it also depends on the flavor of islam practiced. Iran is 90% shiite which seems to be the most fundamentalist variety. Saudi Arabia, Qatar, Afghanistan and the United Arab Emirates are Sunni. Not sure how much difference it makes but it seems to have a bearing on the matter.
