The rules are as follows:
When Republicans are in the majority, bipartisanship is declared to be absolutely necessary and critical to the proper functioning of “democracy.”
However, when Democrats are in the majority, the majority always rules, even if there is no support across the aisle (see Obamacare). Bipartisanship is only for the GOP, because Democrat policies are always considered best for us, even if we don’t consent.
McCarthy was elected as House Speaker. Like Boehner and Ryan before him, he will sell us out to spend trillions of which his donors/friends will receive a large “piece of the action.”
The last I heard is that a small core of GOP are going to abstain, at the suggestion of outgoing Dems, to deny him the majority to get the vote. I don’t think they will outright vote for the Dem, but looks like they may walk. That will be interesting.
