On a more serious note, sounds like the deceased should have been institutionalized with forced mental treatment, perhaps on a permanent basis. Bottom line he shouldn’t have been on the street or his family’s homes.
According to the family they begged the authorities to Baker Act him but it fell on deaf ears. Too early to say if that were the case at this point.
