How is that twisted?

Bush took the “non-interventionist” tact by telling Saddam Hussein that his dispute is not a US concern.

Is that not what he did?

That's the only reasonable conclusion. If the U.S. opposed Iraq's use of military force to deal with Kuwait, it should have been stated. It wasn't. So, the war happened due to the Bush Admin's handling of the situation. You have exposed yourself as a Bushie.
