He knew this would not pass constitutional muster. But he knew that he could buy votes for this election from young people that owed on student loans and do not understand the constitution even at an elementary level. It worked like a charm. They got played, he got votes, the proposal goes away and the former students will fall for this again when it is offered just before the next election.
