That was the far Northern counties plus southern Oregon. The plan didn't go through because Pearl Harbor got in the way.

I guess it was revived more recently, but it's still only the northern part of California, not the inland counties further south.

Coastal Northern California, though, usually votes Democrat. And wherever you put the capital of the new state it will become a Democrat stronghold - ditto for state colleges.
