When Austria-Hungary breaks off negotiations with Serbia (to prepare for invasion), Russia mobilizes against Austria and prepares mobilization against Germany. Kaisar Wilhelm II tells the Austrians to invade only so far as Belgrade, which is near the birder. Wilhelm II wants a limited war to allow for a quick peace. Tsar Nicholas II responds to the Austrian invasion of the terrorist Serbia with a full mobilization against Germany. That's what caused Germany to mobilize and declare war on Russia. France mobilizes and declares war on Germany. Joffre didn't declare anything. He wasn't in the French parliament.

Ukraine wants its sovereign terriory back from Russian occupation. It isn't calling for referenda on Russian occupied nations in Russia.
