Yep. Biden has always been this way, but with dementia he doesn’t realize this behavior is inappropriate. Biden is taking it newer and creepier levels and telling him to stop isn’t going to work.
I doubt that he realized his behavior was inappropriate before he had dementia. He was doing that kind of thing for decades in public and on camera without that added mental handicap.
