Eligibility determinations are based on when the applicant submits all required documentation. The determinations are not driven by state/locations.
What is really interesting is FEMA started paying for funerals a year before the shots became available for all of us. Jan. 20, 2020!
So, where there deaths before Jan 2021 before the shots became available to the peons, us???
