May be water was all they had. I agree...there needs to be something that stops these fires quickly. Foam, halon, sand, stick of dynamite...I don’t know.

Yeah, that’s probably the case, after all, it’s a general disaster so even if there were other options normally available, they might not have been available in that particular situation.

There is nothing to stop it but time (immersion) sans the correct tools. It’s simple physics. They know what to do but are obviously ill-equipped.
