The perp wasn’t exactly wrong.

“Despite widespread use of patriotic apparel especially on holidays such as Independence Day (4th of July), according to the American flag etiquette as detailed in the flag code, the flag is not to be worn as apparel. This includes imprints on shirts, neck ties, bandannas, shorts, etc.”

I'm pretty old and can remember when this was understood by all. Using the flag in this manner would have been viewed as disrespectful.

The perp is completely wrong and so are you. What that means is not taking a full size American flag and stitching it into an item of clothing.

I am going to go out on a limb and guess that he doesn’t know anything about flag etiquette and he beat the hell out of her for some other less-principled reason.
