I'm no Constitutional scholar but I'll wager that you're wrong here. Every active,and retired,member of the Armed Forces is under the command of the President of the United States and his designees. They can,at the Presidents whim,be sent anywhere in the world at any time.

Of course that doesn't happen often (if ever) with retirees but Reserves...National Guard...it does today.IIRC it seldom happened during Vietnam but things have changed.
