Hurrices and tornadoes can have similar wind speeds.

The description is probably fairly accurate considering that Ian allegedly hit 155 mph. That is equivalent to an F2 tornado.

In terms of windspeed, tornados can have greater speed than a hurricane but a tornadic storm is miniscule in size compared to a cyclonic storm. There were over 70 tornado warnings issued with Ian with 11 confirmed tornados.
