Trump did indeed want to build more, but our only 2 sub building shipyards were already fully committed to other projects. The article went on to explain that we have 52 nuclear attack subs, 12 more than all other navies combined (in 2017). President Trump sensibly went on to explore other options. Russia has engaged in producing a variety of nuclear weapons from smaller to large bombs as well as tactical ones. So apparently Trump moved forward with this in mind and can take full credit for the following:

This article goes into detail about making our nuclear capability be comparable to that of other countries. The nuclear weapon launched is smaller than the Hiroshima bomb.
Here is one important concern of those concerned about this idea: Specific to the W76-2, members of the nonproliferation community have raised concerns that having a low-yield and high-yield warhead launched on the same submarine-launched missile creates a situation where an adversary doesn’t know which system is being used and therefore reacts as if the larger warhead has been launched. I wonder if this concern has been addressed since the Feb. 2020 initial launch. It could have been neglected given the immediate outbreak of the Covid emergency.
