I was always inclined to give Buchanan a pass as the worst president. Sure, he blundered the country into a civil war. But he was flying blind, so to speak. There was no prior history to guide him.
Contrast that with George W. Bush, who had LBJ’s mistakes in Vietnam to learn from. Yet W repeated most of LBJ’s errors. So, yeah. I’d replace Buchanan with W.
