if you look at Russian porn sites. there is a subject called treason. it consists of being punished sexually for betraying the state. plead the 5th when answering how I know this. I bring it up to point out how sexual deviancy has always been looked at by Russia as a manipulation point when spying.

Socialism offers positions of control to manipulative individuals. The Kremlin doesn't really care about homosexuality one way or the other. It only uses that issue and other social issues to retain the support of the masses.

China does the same. One case in point being Mao's desire to end monogamy to eliminate the "authority of the husbands." The people wouldn't put up with it, so the idea was dropped. The PLA plays the paragon of virtue for the people against sexual immorality.
