I wouldn’t attempt it due to all of the variables involved, but in my state animal cruelty is a Class C felony.
Reasonable force can be used to stop a felony committed against yourself or anyone else.
Of course was the guy actually trying to run over the cat and can you prove it, and was hitting the guy so hard with your car and killing him - would that be considered reasonable force?
