They had a weapons guy who complained about the lax weapons security.
So they fired him.
They hired an incompetent person, who also used the guns for recreational target practice.
This person is in charge of CERTIFYING that the guns are safe for use on the set.
They didn’t do their job, and handed him a gun to use with a LIVE ROUND in it. Meaning they didn’t do the most basic effort of opening it and checking that it is empty.
I actually feel a little sorry for Baldwin, I can’t imaging the horror of accidentally killing someone... BUT he was also the producer in charge of hiring the incompetent crew, when the previous crew WARNED HIM of this.
If he was just the actor, I would not hold him responsible at all.
Anyone who handles a gun is responsible for the consequences of that gun's discharge. It doesn't matter if you are a cop, a robber, an instructor at a gun range, a drunk at a party or a guy making a movie. I don't see how the fact that he was making a movie exempts him from knowing basic gun safety. If I was filming a car chase scene in a movie, and I wiped out some innocent pedestrians, I don't think I would be able to claim "it's okay officer, we are just making a movie."
If you point a gun at someone, and pull the trigger, and kill them....you are responsible.
