From the beginning. The first IPCC report found no convincing evidence of man made global warming. One of the authors, a guy named Ben Santer, altered the wording after it had been signed off by the relevant committee members, and without their knowledge, changing it to say that significant evidence had been found. The rest is history. The story is told in Satanic Gasses , originally published in 2000 by Patrick Michaels and Robert Balling.
