This is dumb. After 35 years of service you get out at the next promotion. Its done all the time. In the army, in education, in the post office. Its very common. There is no reason whatsoever that a guy who does 35 years can’t leave whenever and for whatever reason.

The whistleblower (Doug Julin)l is the one that served 35 years, I believe...
