This is 100% on the cops, but it also concerns me that the engineer of the train could see flashing police lights across the track up ahead and didn’t even try to slow down.

I understand that it takes MILES for a train to stop, but what if there was an emergency where the tracks were out, etc., and the police were trying to signal the train?

You’d think that the engineer would at least make an attempt to slow down.

That is simply an unwarranted presumption. More likely, the train slowed down enough not to kill the captive.
