Not sure if you’re being sarcastic, but we did that in huge quantities during the Gulf War. Those surrender leaflets were blowing all over the damn desert. The leaflets had a little surrender cartoon, and told Iraqi soldiers how to safely approach U.S. lines if they wished to surrender without getting shot.
Thus the < /s> tag. Wikipedia said the first such leaflets were dropped from balloons by the French on invading German troops in the Franco-Prussian War.
