We did lots of similar things in WWII, also in Vietnam.
Sometimes they work well.
It is always difficult to measure the effects.

So Ukrainians are supposedly living in bunkers and in fear for their lives, but they’re coming out to hand these cards to the Russian soldiers who are terrorizing and oppressing them by their presence? In Vietnam the US forces distributed slips of paper with similar information to induce the Viet Cong to surrender to the South Vietnamese forces. The slips were nicknamed ‘yellow cows’ because of the South Vietnamese flag colors used on the paper.

Allied surrender Leaflets had their effect in both Gulf Wars, especially the first. There are parallels to the Karkhiv counteroffensive. Months of bombardment through HIMARs, degraded enemy in every way, ineffective leadership, distrust of the leadership, and a successful counter attack. Getting a surrender card with QR code would really good to Russians around the Oskil river last week.
