Why was the emissions equipment deleted?
Did he do that himself or was it stolen?
If he did it himself, did he sell it (for platinum recovery) or did he keep the parts or did he trash them?
It really sounds like the NJ government agency has tried to work with this guy.
NJ has biennial emissions testing.

The first was an informal letter putting him on notice. Apparently several contacts happened over the next few weeks. NJ said he refused to comply.
We don’t know what he said to them. We only have his word.
