Camouflaged Illegals crossing border. Should they be considered uniformed combatants in uniform?

In a forty-five minute span, well over a dozen camouflaged illegals were shown scaling border wall with a rope, they ran and got away in open desert. It is happening in Arizona and Texas. These are not asylum seekers, they are not turning themselves in, and they are running.
