I have been going to West Coast beaches for 45 years and have never seen a net,a float, or a whatever. So... “really littered” might be an overstatement. But I will say that most, if not all of the “lets clean the plastic out of the oceans” organizations are funded and controlled by the fishing industry, so they deflect responsibility very nicely.
