Interesting idea!
The Kurds certainly seem to be Kurds first Muslims second (and yes I know not all Kurds are Muslim!).
I call it EMA (Eastern Minorities Alliance). All these mega-alliances, such as NATO and the UN are too unwieldy with too many conflicting currents to actually do anything. Smaller, specialized alliances seem to be the way to go(, said Kaiser Wilhelm to Emperor Franz Josef).
