The people you describe are very potent everywhere. They are the ones that go to homeless shelters to “advise” the downtrodden who to vote for. They are the ones that volunteer in nursing homes in order to “advise” residents who to vote for. They are the ones who do community service to “advise” participants who to vote for. They are the ones who organize college rallies where they “advise” who to vote for.

To take these people lightly is a big mistake from a political strategic POV.
