The tourist doesn't grasp she's not in Belgium. She still thinks being slashed on a subway is a rarity as evidenced by her actually wasting time talking to the NYPD. Really, what are they going to do?

Don't bother sister; get your stuff and go. Be wise and don't come back. There's nothing in New York City worth seeing unless you're a criminal, a sociologist, or an anthropologist.

As a tourist, there are beautiful sites and wonderful people in places all over the world. New York City isn't one of them.

She wouldn’t be any safer in Western Europe. The same sort would have cut her there, too. She may have thought her odds were better in the US. Not after 2019.
