The last of the unexplored wavelengths. Kind of amazing to me. I had no idea we were that close to having a complete set of instruments (telescopes) capable of imaging the universe at any wavelength some scientist might be interested in. But we have in fact reached that point. Amazing! Unless I'm just completely misinterpreting what I'm reading here.

Because you will always be limited by the noise of the universe's background radiation.

I'm not sure I buy that argument. Kind of like Bill Gates saying 640K is all you'll ever need. Well that noise is being captured by his current inferior telescope. So more precision will allow us to filter out more noise.
