Someone is giving him bad advice on making public appearances with his condition.

I watched the video. He may just be reacting to his foot falling asleep. That could be due to the way he is sitting, which might affect the nerve or circulation to his foot. This may be much ado about nothing. I would defer to a neurologist or a similar professional to render a more valid opinion.

Folks say that Putin wears elevator shoes because he is so short, so that inside his shoes, it is like he is walking on three inch heels - which often makes his feet appear at an odd angle while sitting.
