My question is why she was jogging outside at 4:30 am in Memphis? Even if it's in a nice neighborhood? Memphis is a violent city so there are a lot of criminals out and about.

I don’t know. All I can think is that many women buy into this “Superwoman” crap, that if they CrossFit, are in shape, and have taken some personal defense training, then they have nothing to fear from any man.
It’s foolish. Men should be concerned about being in the wrong place at the wrong time, and women should be doubly so.
It may not be anything like that in this case, but your question is an open one: What is a woman doing jogging alone at 0430 anywhere near Memphis?
