Folks forget about the
Wireless Communications and Public Safety Act of 1999 (Public Law 106–81), where it's mandated that ANY cellphone whether account activated or not must be able to dial & contact 911 and the service providers have to allow it. Any random phone from Ebay, Amazon, a thrift store, garage sale or outright stolen will do. Even yanking the SIM card out of your activated phone, all they can do is figure out what cell tower you're using. What's really slick if it's a phone that the battery can quickly be yanked, no power, no pinging by the cops. Prankers have been using these techniques for years.
