As POTUS, doesn’t need to file paperwork to declassify. His word is sufficient even after the fact.
It’s exactly like if I give you my baseball card collection, and the police pull you over and accuse you of stealing it. All I have to do is say “No - I gave it to him.” and that’s it. You don’t need a bill of sale or any other proof.
I have the right to give you something and the President has the right to declassify.
Stop hoping President Trump is guilty of something.
