The speech Bush gave there was about the resolution of the Iraq war (or what became the lack thereof).
Presidents routinely give talks before the military.
Biden was clearly making a partisan speech threatening half of the country. Even if it were at a party convention it would be extremely and inappropriately hyper-partisan.
The two are very different.
This morning Naomi Wolf pointed out that it looked like Biden was standing in front of a Chinese pagoda…and it really does.
