Patrushev is already making overtures to the West saying Russia would evacuate from all occupied Ukrainian territory except for Crimea in order to end the war. Oligarchs want the war ended.
And Patrushev is supposedly more hard liner, more Russian irredentist than sad Vlad the idiot Tsar.
