used to be big gummit used to create a controversial issue and generate campaign contributions before arriving at a “solution” to the problem.
that was small taters.
now since they’ve gone international, they can simply give federal departments & agencies discretion to designate US gummit grants & donations to USAID, world bank,foreign governments (Uke, afghan, paki, PLA, Israel), soroz & other NGOs, foundations like big mike’s muslim wimmiins, cheryl mill’s blackivy group, clinton global initiative.....and on and on.
pols take their cut off the top (and prolly more than the big guys 10%. maybe 50/50? who knows?
cuts out the red tape & scrutiny of congressional budget appropriation debate process, but still builds big “campaign” war chest.
