Why doesn’t the aerospace arm of the Federal government make sure the rocket will launch before they start talking about building HAL? They are already so far behind SpaceX that it is ridiculous. The government public works program named NASA is a joke.
NASA works with Spacex, Lockheed Martin, Northrup Grumann, not by itself.
