Russia did recognize Ukraine as an independent, i.e. Budapest Memorandum on Security Assurances promising to honor Ukraine’s national border. The REAL issue is Russia had lusted for the success of Ukraine. Ukraine citizens have property, clothes & advantages for their population with actually a superior life style with commodities as working shower, toilets. Ukraine show the failure of socialism right next door to them.
